财政部部长楼继伟6月明确表示，要扎实推进财税体制改革。包括要深化煤炭资源税从价计征改革，同时清理相关收费基金，研究推进其他资源品目资源税从价计征改革。
财政部财政科学研究所副所长苏明此前也表示，煤炭是中国的重要化石能源，科学合理征收煤炭税具有重要意义。建议税费改革同步进行，以“减费增税”为主要方向。
实施煤炭等资源税从价计征改革，是国务院《2014-2015年节能减排低碳发展行动方案》的内容之一。同时，财政部提交全国人大审议的2014年中央和地方预算草案报告也显示，在推进税收制度改革方面，今年要实施煤炭资源税从价计征改革。
