目前，日本经产省正就电力构成比例展开讨论。日本“3 11”大地震前，核电的比重始终维持在三成左右，预计经产省将以降至三成以下并扩大可再生能源占比为前提敲定具体数值。
鉴于福岛核事故的发生以及今后将出现报废的核电机组，宫泽认为三成这一数字即便要实现事实上也无法企及。
不过，分析认为，电力构成比例的讨论势必将遭遇困难。在可再生能源方面，固定价格收购制度需要彻底修改，企业与地方政府间的混乱正在扩大，今后能在多大程度上推广并不明朗。而在核电方面，位于鹿儿岛县的九州电力川内核电站很有可能于年后重启，但其他核电站的前景尚无法预测。
《读卖新闻》指出，日本国民要求摆脱核电的呼声强烈，宫泽今后如何掌舵或将面临艰难抉择。
